Agency practices

What is the name of your state (only U.S. law)? Washington
A collection agency got ahold of me on a $15 debt that I did not receive any notice on and said I had to pay $254.36 (attorney fees, filing fees etc. ) so paid half one month and half the next but they never sent the checks through? I received a certified letter yesterday saying they were garinshing my wages for $334.24 so I told them I would be down in the morning to pay it in full, I went there today to pay it and while I was standing there it went up to $334.35?
Who do I contact about his shoddy legal practices ? He is trying to wreck peoples credit! What can I do to make it right ?
