is a collection fee collectible or legal?

What is the name of your state? KS - I had a Verizon account that became Delinquent, which in turn got turned over to a collection agency in Washington State. The original contract with verizon (supposedly) contains wording stating that I will be responsible for a collection fee if my account is turned....Is it legal in the State of Kansas for collection fees to be charged?
