Collection of invoice

What is the name of your state? Massachusetts

We installed a handicap lift for a new restaurant. They paid a deposit and one other check leaving a balance of approximatley $7K. Conversations with them ended up with the comment, "I am trying to start my business, when I get some money, you will get some money" How do I go forward to collect ths debt.

Two choices: Sue the person or turn this over to a collection agency.
