College debt owed by deceased.


Name: Ivan McCullough
Reason: Seeking Information For A Friend.
State: South Carolina

Hello,
I'm trying to help a good friend of mine. She went to school in South Carolina in the 90's. Her mother had a payment plan for her tuition through the college.
Her mother passed away before the entire balance was paid. She has approximately 12 credits left to complete her Bachelors degree. She intends on paying the college , but can not afford to pay at the present time. As a result the college will not release her transcript. By law can the college hold her transcript being that the payment plan was not in her name but in the name of her mother who is deceased? She is not trying to avoid paying the balance off but she would like to complete her studies so she can land a job that will pay enough for her to be able to pay the college the outstanding debt.

Please reply help needed.

As far as I know, this is SOP at colleges. They will not release transcripts, allow you to register for classes etc unless you are in good standing.

You pretty much got your answer. The school has not been paid in full and it IS SOP to withhold transcripts unless they get paid in full - regardless of who was paying. The mother wasn't the student ! I'm not certain you'll find an exact cite in the SC statutes.
