Credit Card Debt Arbitration

What is the name of your state? PA

I have a credit card debt for approx. $6000. When I got behind in the payments, they would not accept what I could pay. It went to a couple of collections and then some type of lawyer. I just rec'd papers forf some type of arbitration hearing scheduled for July 2007 but the papers say I have to respond or so something within 20 days. I just want to know what the laws are in PA. Can they garnish my wages or take money out of my checking account. I have tried many times to pay but they always want more than I can pay per month. i just want to know what the laws are. I am already not living paycheck to paycheck. I want to pay the debt but they always want more per month than I can give.
