Debtor in Puerto Rico owing over $30K


Florida

Sorry I think inadvertently closed the last post regarding this problem

We have a debtor in Puerto Rico with an outstanding invoice of $30K+ for goods purchased on a 30 net term.
He is now over 90 days late.
We have exhausted trying to call and have sent numerous emails.
We did get a verbal promise to pay in installments but that has been and gone with no funds sent.

My question is how difficult is it to collect from a debtor in Puerto Rico?
Is it worth me flying down there to file a claim in the court or should I try a collection agency?

The problem I have with the collection idea is the fees of 30+% but if I try to file in person will I spend months flying back and forth to attend court pleadings, in addition if I do need to make trips to the island can I claim those expenses back against the debtor?
As I am in Florida it is a long haul but $30K is a hell of a lot of money for us.

Thanks for any advise you can offer.What is the name of your state (only U.S. law)?
