Discharged vs. Dismissed

What is the name of your state (only U.S. law)? Georgia

What is the difference in a bankruptcy case being voluntarily dismissed and a case being discharged. I had assumed if the case was discharged we could no longer attempt to collect the debt but if the case is dismissed we can re-instate the debt and once again try to collect.

That is a correct analysis. If a BK case is voluntarily dismissed, the automatic stay is lifted and you can pursue collection.
