After making payments to a doctor, i wrote on the check paid in full, and they
crossed it out and cashed it, they are claming that i owe late fees that equal $170 , if they cashed the check stating paid in full, doesnt that mean that the debt was satisfied

No. Restrictive endorsements are not enforced in most states, NY is one that does NOT enforce them. You still owe them them money.
