Girlfriends "EX" owes her money on joint credit card

What is the name of your state (only U.S. law)? Michigan My girlfriends ex-boyfriend owes her money on a joint credit card, his half is about $8,000.00 Where does she file her suit (District, Circuit etc...)? What paper work does she need to file to sue him on her own and what will the cost be? He also owes her for 10 months of child support but only works under the table. What can she do to get this loser to pay and/or go to jail for putting her in such a financial mess?
