What is the name of your state (only U.S. law)? IL
In 2013 I agreed to send above debt settlement company monthly fees to begin to accumulate funds to settle CC debts at discount rate. I sent them approx 5K, now they are disbanded and apparantly in trouble with the Feds. They were based out of Austin TX then opened branch in NC. WHere do I start? Attorney General office in my state? I realize recovery is slim.

You can file a complaint with the Attorney General's Office (where it will probably join other complaints of a similar nature):
