If someone has a judgement against them and then some time later aquires a new car or other property can the judgement be used to take that new item? Is the Judgement on the property you own at the time it is issued?

Unless that item is exempt under state law, YES.

A judgment in North Carolina is valid for 10 years and can be renewed for additional 10 year periods.
