make checks payable to whom?

What is the name of your state (only U.S. law)? Florida
When a debt collection letter says to make the check payable to the collection agency as opposed to the original creditor, does that have any significance as to who owns the debt?
And in a lawsuit which states the bank as the plaintiff, why do the court papers say "this is a commuunication from a debt collector"?What is the name of your state (only U.S. law)?What is the name of your state (only U.S. law)?
