Missing Refund

What is the name of your state? Pennsylvania

I took a loan to pay for dental services. I had only one part of the work done and didn't go back. I wanted a refund for the remaining amount. After the original creditor sent the debt to a collection agency the dental company sent them a refund. Do they legally have to send the refund to the collection agency ?

Was the financing through the doctors office, or was the money borrowed sent directly to the doctors office?
