What is the name of your state (only U.S. law)? Oregon

Received a notice from out-of state attorney say I have 30 days to respond on a balance of 2800 dollars or I "may" receive a judgment against me. OC=GE money bank. I need to put off negotiating with this agency for another 120 days because my property tax is due and I will need to pay it first. Should I contact the debt collector? Any Suggestions?
