Neophyte needs IRS help!

What is the name of your state? california
i invested money in a 2-year secured promissory note on the advice of the person who helped me sell my house. (both experiences were "firsts" for me.)
i assumed (ignorance is no excuse) that she knew what she was doing as she is a registered estate planner, and that taxes would be taken out of my monthly check. they were not!
i owe the irs/state more money than i have and i have no credit (my husband died and i could not carry the bills by myself).
i have tried contacting this woman-she said she would get back to me in two days - that was five days ago. now all i get is her voice mail...
HELP, please!
