Old bill-new collection

What is the name of your state? IL

I just received a medical collection notice for $600. I called the agency stating that I didn't receive a bill and don't know anything about it and the collection officer said that there doesn't need to be a bill and me signing the agreement was enough. I asked and he said that the original bill was in July 2001 and they waited all this time to place a collection on it. He said that it hasn't been put on my CR yet. Can they really do this so late and do you have any suggestions on how to deal with them to settle for less?
