online Payday loans

What is the name of your state (only U.S. law)? Oregon

Hello,
I have two online payday loan companies that are threatening to take 'legal action'. I called a payday loan consolidation company and they said if the online company does not have an actual business in Oregon that they cannot take me to court and serve me a judgment or garnishment and that they are operating illegally. Is this true? I admit to owing the money but now I have three other creditors I'm paying back (Not payday loans) and cannot afford to pay them until I pay off these other debts. They also said to check with the AG's office to see if they were listed as a business in the state. Can you help me with this dilemma?

One company is loanshoponline and the other is an 'Investigative Firm' i.e. a collection agency named Hershae (like Hershey) Kemp in Buffalo, NY. (The original company was Vince Enterprises)
