Q: shouldent i be reimbursed for this?

A: No. They didn't force you to write bad checks.

Q: is this legal? can they do this?

A: Yes and yes.

Get the person's name you speak to; tell them you want a certified check or money order sent to you TODAY or you are turning them into the government regulators in your state.

No. Yes. Yes.
It's unfortunate that you got different stories, and I can empathize with your anger and frustration, but it's your responsibility to know that there are funds, not promises, against which your checks can be negotiated.

See if it helps to get over your anger and explain to the woman that you've been badly compromised in light of the promises made. See if she'll make an exception and cut you a check forthwith. Worth a try.

No, writing checks when you don't have sufficient funds to cover them is not legal.
