Please help w/ a Perkin's loan question

Approx. 4 weeks ago I was notified by my employer that he had been contacted by a collection company seeking my personal information so that they could garnish my wages. My employer was suspicious of this request and informed me immediatly and I in turn contacted this collection company. I was informed at this time that I had an outstanding Federal Perkin's loan. (The last semester that I attended college was the Fall of 1996.) I had been contacted about 3 years ago about this particular debt and at that time I requested some sort of backup documentation and received nothing, including any further demands for payment. Now, three years later I have this new company looking for payment. I again requested something in writing to back up this debt. Today, I received in the mail a copy of a fax entitled Promissory Note-Federal Perkins Loan Program but it is missing the last page (where I potentially would have signed and dated.) I called the collection company thinking perhaps it was an oversight and that the last page just didn't make it to me and the collector went nuts! All I am looking for is proof that this debt is legit. I do have student loans that were consolidated years ago, how do I know that this was not one of them and I am somehow paying twice. Why on earth did it take so long for them to contact me? It's not as though I've been in hiding. For most of the 5 or 6 years after school, I lived in the same town!! This debt doesn't appear on any of my credit reports either. Am I out of line to expect a copy of the paperwork that I signed? The collector stated that what he sent me should be proof enough even though what I am looking at is MISSING A PAGE? If I attended this school for a couple of semesters, and received OTHER Perkins Loans how do I know that this paperwork is not documentation for a prior loan that has been satisfied? Can they garnish my wages? Any help is greatly appreciated.

Call the county clerk's office to verify if there's a judgement against you.
