Was the propane delivered from a company that he has done business with before or for which he had a contract to fill the tank? Was the home recently purchased and the propane delivered under contract from the previous owner?

If not, call the propane company and tell them to come and get their propane back, but to only take the same amount that they put in. Then don't expect to ever do business with that company again.

You need to check your contract files. If this was a home purchase and it is for the home tank, and there was a previous contract from before the house was purchased this could explain the delivery. If the delivery was to the wrong house, you need to contact the propane company supervisior and explain the mistake to them or report this as fraud. If you had an existing contract, you should have cancelled it before the delivery was done.

unrequested propane delivery

This house is a rental house. My friend did contact the propane company and they really didn't tell him much of anything and said that they would get back to him. They have yet to call him back. He wants to pay for this but he doesn't have the $415.00 to pay cash. He wants to make payments on this. My original question was is he actually liable for this propane to pay cash for it if this is what is expected of him? To his knowledge, there was no previous renter there by that name. We think that it was just delivered to the wrong house.

It sounds like he can use the propane. He needs to physically go to the propane company and sit down and talk to them in a calm and rational manner. They will be as reasonable as he is practical (offering to pay $20 a month won't work.)

If the house uses propane for heating, then he is going to have to set up an account with one of the propane companies soon. He'll go through that ~200 gallons (250 gallon tank X 80% capacity) before the winter is over.
