Recovering loans from family members. (Verbal contract)


What is the name of your state (only U.S. law)? WA
I have loaned a future brother-in-law about 2,000 dollars to buy a television about two years ago. He verbally promised to pay this loan back at 100 dollars per month. The total debt had been reduced to 1,200 about a year ago. From that time I have been strung along from month to month with no payment on this debt. He was working when he quit paying, but now he is not working and has seperated from my sister. He will not return the television to cover the rest of the loan and says he has no idea when he will be able to pay the $1,200 balance.
What are my (legal) options ?

small claims court
