Rentor put my name on utility gas bill

What is the name of your state? Tn

I rented out my house to a guy in Aug of 2003. The utlities were in his name originally but in June of 2006 I found a unpaid utility bill on my CR for March of 2004 for the amount of $600. I never rec a notice of this because I assume the bill had his address on it. I called the utility company and they stated this gas meter was placed in my name in Dec of 2003 and was disconnected for non payment in Feb of 2004. My questions are:

1. Am I responsible for this since it was placed into my name without my permission by the tenant?

2. If I am not legally responsible how can I have this removed from my CR?
