Question: I have a friend who was a resident of Hong Kong. He incurred some debt there, and due to unforseen circumstances, was not able to pay. He has since relocated to California. The Hong Kong creditor has hired an American collection agency to go after the debt. My friend's U.S. credit is perfect, and he would like to keep it that way. Can a foreign creditor report on the U.S. credit bureaus debt that was incurred overseas by someone who was not even a resident of this country when the debt was incurred?

Short answer - yes.
In order to report the debt to the credit bureaus, the US collection agency would need your friends Social Security Number -- does he have one ???

It doesn't matter that the debt was incurred in a foreign country, you don't have to be a citizen to be reported to the credit bureaus.
