does a collection agency or an attorney's office working on a collection issue have the right to call my apartment complex and ask them to forward a message to me. They did not state the nature of the call or the case, just the name of the lawyer's office and my file number. is this a form of harassment?

Does this debt collection agency have your home phone number ? Have they called you there previously ?

If they DO have your CURRENT phone number, and if they've called you there before, then what they are doing IS a violation of the law. They can ONLY contact 3rd parties that way to gain 'location information' - if they already HAVE that information, they cannot use your neighbors or the apt. complex as a messenger service.
