tax debt form 1099-C

What is the name of your state (only U.S. law)?
FL by way of VA

Hi,
I rcvd a call from a debt collector in TX.They state unless I pay the debt they now have, for car that was repossed many years ago in VA & has been off my credit report for many years, they are going to file a 1099C. Do I have pay this debt since it has already been sold multiple times & is no longer on my credit report? Also what amt do they get to report the debt plus fees interest? fair market vallue? or price after it was sold again upon reposession? Also if I qualify for insolvency what items can be listed as liabilities?

What questions should I be asking the collection agency? What are my rights to fight this?
