My son incurred a debt in 2008 with a credit card company. In 2014 he got a new account with the credit card company. He says he paid a settlement amount in order to get the new account. He received a letter from a collection company looking to make a settlement offer. Of course, he does not have proof he paid the settlement already but he doesn't think the credit card company would open a new account for him if he still owed them from before. Is there a length of time after which a debt is no longer actionable? Thanks for your thoughts.

Absent knowing just what he agreed to in 2014 when he paid them, it's quite likely he has reopened the a new contract which is within limitations until 2020.
