Trying to Track Down Old Roommate

I live in Illinois.

I lived with someone in an apartment, and she stuck me with bills to pay when we left. I wanted to file a lawsuit in Cook County and name the individual, but when they moved, they didn't leave a forwarding address. I was able to use a phone search service to find their cell phone service is registered in their name in Northbrook, IL, but the service can't provide any more information. I don't know where she works either.

How can I find this person's forwarding address (through their phone number or the post office, or some other way) to send them a notice and sue them in small claims court?

Send to last known address. There should be a forwarding order on file at post office, if not you have proof you tried. then file anyway.
