Is a UTMA account subject to collection?

What is the name of your state (only U.S. law)? New York

If the Custodian of a UTMA (minor) account receives a court judgment for non payment
of credit card debt (judgment is now 7 yrs. old), can the UTMA account be frozen/seized to satisfy the judgment? The funds in this UTMA account which was set up many years prior to the judgment are truly those of the minor (earmarked for college).
The Custodian (debtor) is the parent of said minor.
