What is the name of your state (only U.S. law)? = NY

Hi, 2 months ago i negotiated a settlement for a debt on the phone. I asked if he could please send the new price agreement in the mail, and then as soon as i got it i would pay the new amount in full. I never got the letter. now a new person is calling is asking for more... whats the next step? this is driving me crazy.

If you didn't get it in writing and you failed to make the payment, you don't have an agreement.

yep need to get those type of things in writing. if they did not send it to you in writing it's probably because it wasn't a serious offer to them.
