Wage Garnishment

What is the name of your state? Pennsylvania

I live in PA, but work in New Jersey.

Recently on my last paycheck I noticed that I had about 200 dollars missing. Once I looked at my pay stub I noticed that it said this amount was being garnished. I was very surprised to say the least. Once I contacted my employer they informed me that Discover was the credit card company behind this. They gave me a document that had the date that a judgement was awarded against me.... and the amount I owed ... which is 2222....after all these fees and such...

I already knew that I had an outstanding balance; I was disputing back and forth with Discover to the amount that was actually owed. Discover could not provide me with any documentation at the time I asked about the charges. They informed me that it went to a creditor and they no longer had my file. I contacted the law collecting agency that had my account and they said to contact Discover. Anyway after doing this for awhile I just gave up. Eventually, I tried to come up with a payment plan with the law firm...The person refused to take the 1200 I offered as a payment until I could pay the balance in full. I even asked them for a settlement offer... they declined ( I have this on tape even though I know it cannot be presented b/c they didn't know I was taping them.)

All this was on top of the fact that my card was being used by family members while I was away at college... So I was paying on and eventually paying off things I didn't even purchase... Purchases like vacuum cleaners and stuff from QVC were on there. ... but I couldn't bring it in my heart to go against my family even though they did me wrong.

So when I was trying to do the right thing and was being bullied by this man from this law collecting agency I couldn't even take it. It was already a frustrating situation to deal with and all he could do was badger me and make me feel like scum. So when they informed me they would take me to court I wanted to go; funny thing is I never received any information about going to court and a judgment was entered against me. I noticed this when I was trying to get my credit back on track. I contacted the company again last year and the same ignorant man was there.... couldn't deal with him again.... so now 10 years later from the initial debt I have a wage garnishment that is taking like 450 per month... and i'm still shocked that I wasn't contacted once again about this.... This judgement was entered when I lived in NJ... all the information they have is from my NJ address... which brings me to my actual question that was sidetracked from my idle rant... but in Pennsylvania it is illegal for a credit card company to garnish wages... does that pertain to residents who live in PA.... individuals who work in PA or both?

Also if it doesn't pertain to me (the law) ... how do I go about asking for a reduction... I think this is amount is ridiculous and I don't really mind if they garnish but at a reasonable amount.... any help will be greatly appreciated.....
