| Of course you do, file an appeal to the writ of garnishment with the court where the judgment was rendered. You can then ask the court to be allowed to make payments in lieu of garnishment and the COURT decides - not the collection agency. In my state this is called a 'motion for slow pay', they may call it something different in yours, but ask the court clerk.
Agreement with a collection agency ?? Unless it was in WRITING, your husband has NO agreement.
