What to expect when debt turned over to Commonwealth of VA Debt Office?

What is the name of your state (only U.S. law)? Virginia

I owe past due tuition to Virginia Commonwealth University (not that it matters, but had to quit college to keep roof under my head). So, at first the past due tuition was sent to a collection agency/law office, but now it is transferred to Commonwealth of Virginia (office of attorney general, division of debt collection):

- what is the difference in legal process b/w collection agency and CoVA Debt Collection Office?

- what 'extra' legal authority/action can the 'office' take that collection agency could not?

- can the office summons me to court? what happens if I do not appear?

- does the Office settle on debt e.g. 50c on a dollar?

Obviously I am going to pay the debt off, and saving for it. In the meantime, thank you for your advice in advance.
