Writ of Garnishment

What is the name of your state (only U.S. law)? Massachusetts

I won a judgement against a handyman and have been trying to collect ever since. He's paid some and now is just ignoring the court order and has stopped paying. They issued me a capias after he failed to show up and I've been waiting a couple months for the constable to serve it. I'm not sure what the will do as he won't be arrested, just informed that there is a capias. I also got a Writ of Execution, but he has no property that is worth anything. I asked the Court Clerk about getting a Writ of Garnishment and she said that we don't do that here. What??? Is she correct? I think the only way I'm going to collect off this loser is if I can garnish his wages. I know where he works, but I can't seem to get any help/info from the court on how to proceed. The clerk acts like she has no idea what I'm talking about. What forms do I need? Who serves the garnishment? Any help would be so appreciated.
