Wrongful Collection accounts


What is the name of your state (only U.S. law)? AZ

I have an ongoing issue with Phoenix Muncipal Court. They have linked my name - Susan E. Logan with someone named Susan K. Logan, and they have setup multiple collection accounts on my social security number for unpaid parking tickets. The court has removed accounts in the past after I send numerous faxes and make multiple phone calls providing evidence that the parking tickets are not mine (I was out of the country for most of the tickets), but they continue to create new accounts under my social security number but the name Susan K. Logan. This has impacted my credit and recently affected my ability to buy a home. I was able to buy the home, but the whole process was delayed and it created a highly stressful situation. Is there any legal action I can take against Phoenix Municipal Court for identity theft, or something like that. They are basically stealing my identity and using it to assign parking tickets they know aren't mine. Its at least negligence on there part, isn't it?
