I understand that an Employer Group Health Plan can file to have Medicare become primary and their own insurance secondary, if the employee is deemed inactive i.e. retired. Can inactive also mean they are out on disabilty and not actively working? Is this why an employer can have a person on LTD and make their Medicare primary and their EGHP secondary?
