My response:

Sure he can. Absolutely.

But, is it legal? No.

Doing what you're suggesting is called "Bigamy" and most ever country, and every State, has laws against Bigamy.

If Bigamy can be proven (not too difficult to do), then any subsequent marriage is "void".

He must get an order of divorce, first, in order for any subsequent marriage to be lawful.
