Abandonment?

North Carolina

Over six months ago my neighbor's wife moved out and left him with three children. She has only been back a few times and has only taken the children to visit at her new home one time. Now she is coming over when he is not home and taking things (things they need...like th microwave, the attempted to take the washer and dryer as well!). Yesterday she sent a hand written note to him with a list of things that she is coming to take.
Can she do this? SHE left the house and did not return, and the things she is demanding are things that my neighbor and his children use and need. He has no money for an attorney and is not sure what to do.

He can start by changing the locks!
