after the divorce

my divorce was final january of 2000 in pa. one of the points stated that he pay legal fees of $1400 in $100 monthly payments and money taken from me by irs. the payments for legal fees were to begin in feb of last yr and run for 14 months then he was supposed to send me $768 in $100 payments per month. as of right now he hasn't paid attorney fees so what are my chances of being able to collect what is owed to me. is there any action i can take against him if he doesn't pay?
