attorney disappeared-what to do

a nevada divorce was initiated in august. the retainer paid to the attorney was $2500. in february, all that was left was the final papers. the attorney that represented the person that initiated the divorce was to draw them up. after numerous telephone calls and messages to this attorney, most of them unanswered, a 3-page document, bare bones of a divorce decree was faxed in june. the attorney stated at this time he was 90% finished with the papers.
at the end of july, after additional numerous unanswered calls and messages, a letter was written to the nevada bar, stating that calls were not answered, the attorney could not be reached, and the two times that he was reached, he said it would only be a day or so, a letter was written to the nevada bar. they declined any action, because they stated it was a monetary issue. it was not a monetary issue, it was the issue of final papers that were taking 6 months to complete.
at the beginning of august, a letter was received from the attorney that he had taken a position with the state and that the papers would be finished, again "in a day or two", because his new position started after the 17th of august. he was telephoned 4 times during the time between august 1 and 17, and all 4 times, he stated "in a day or two".
it is now the 21st of august, no papers have been finished, his phone is disconnected, and his e-mail address discontinued.
what can be done now - after the bar refused to take any action against this person? where do i turn? any suggestions would be appreciated.
