Yes, they are still legally married.....and yes, even though its two girl's names they can still file joint tax returns. He is still the same person, he just changed his name. They may end up having to do some serious explaining to the IRS, but his social will track with the changes. If they want to avoid hassle with the IRS they may want to consider using just his first initial on his W2 and on the tax return.
Now....if he goes through with a full sex change, then there may be issues to deal with that I know nothing about under Nevada state law. For that she needs to consult a local attorney.
