Can each spouse file for the divorce???

I am writing this for a friend, she needs some assistance, thank you!

Basically this is what happened:

Her spouse is living in california (Illinois Resident), she is living in Illinois. About a month ago he signed and notarized divorce papers along with a waiver of appearance.

Apparently in Illinois there is a mandatory class when children are involved and they told her that she had to take the parenting class before she could file.

Anyway on the signed and notarized divorce papers she has from her spouse it says that she will have sole physical custody of the child.

Now about a week ago apparently her spouse filed for the divorce in Illinois with him seeking sole physical custody.

So, first off, is it legal for him to file since he had already signed papers and mailed them to her? And can she still file using the papers she already has?
