My divorce was final in February 2007 and it states that my ex is to repay 3,200 to me for debt accumulated during the marriage. Am I able to garnish his wages since he hasn't paid me a dime? And how do I do it? If not, what do I do?

No YOU cannot garnish his wages... you can attempt to file contempt on him for non payment but it has only been 3 months.
