What is the name of your state? Texas
If the payor of a lump sum property award granted to his
ex-spouse(payee) from his Fed Civil Employee's savings plan would like to pay it now instead of at retirement, can the original court make that modification, or can the parties agree to the change and file it with the court?

Before you seriously consider that you need to review the tax implications....for both parties.
