What is the name of your state? CA
Since divorce filings are public record, under what circumstances would a judge make divorce proceedings confidential? Is this something that one of the parties can request, or does the judge look at who/what is involved in the beginning, and decide that the case should be confidential, at least until final?

It takes quite a bit to get files sealed. It depends on the subject matter contained within them. And a high level of proof that it should be sealed. Not just because someone wants them to be confidential.

Could a high-profile person or amount of money/assets involved be reasons to seal them? Would the final divorce decree issued ever be public, even if the contents are still sealed? Or once they're sealed, no information, not even date of final decree, is made public?

NOpe. not just because it is high-profile person or a lot of money. It depends on the details involved however. And you are speaking far too broadly.
