What is the name of your state (only U.S. law)? New York

What are the type of circumstances when a court might do this? Is it common?

About the only time when a court could legally do it, is if children are involved and the Joint counseling is in order to help parents be better co-parents.

A court really cannot order plain old marriage counseling. It would be a violation of a party's constitution rights if the party did not agree/want to attend.
