live in ohio have decree papers was told not legal and over until all fees are paid to the courts is this true. also ex is suppose to be using maiden name is not. what to do.

My response:

It's true. You've got to pay for what you want. No money, no decree. Simple.

If the decree is not signed, or if your money hasn't been paid to finalize your divorce, the ex can use whatever name she wants.
