My brother-in-law is disabled. His wife is the primary wage earner. It is going to be very difficult for him to live by himself. Does he have special rights?

I'm not sure about 'special rights', but disability can affect the process in a couple of ways.

It would be better if he posts here himself with enough background to understand the situation - and asks specific questions.
