What is the name of your state (only U.S. law)? Kentucky

I gave my ex both vehicles in the divorce and bought my own car. We had a joint bankruptcy, so he had to cosign the note, but I've made every payment on the car. The bankruptcy was paid off, and I refinanced the car in my name. My old finance company took out another payment before receiving the payoff, then sent the refund to my ex. He cashed the check and refuses to give my money back. Due to the car and it's finances being mine per the divorce, can I go to the county attorney for theft? Or is it gone forever because he was on the loan. It was over $400 and he pays no child support, so as a single mom, I need that money. Thanks in advance.
