I have been divorced since 10/2004 (NO-FAULT).. . .My ex just advised me that he is taking me to court for a percentage of my pension. . . .Can he do this or is this just another one of his "scare tactics"? ? ? ?

Its probably a scare tactic. Its possible to reopen property settlements but really strong reasons are needed. The fact that he changed his mind and now wants part of your retirement account generally wouldn't be strong enough.
