divorce settlement

What is the name of your state? florida in my divorce settlement, my ex is supposed to get half of my IRA, which is in the form of a CD and will not mature until 2007. he wants his half now but if i withdraw his half I will have to pay the fees and taxes. the divorce settlement does not state a specific date for me to give him his half. Do I have to do it now or can i wait until 2007?. If not, can I make him pay the fees and taxes?
